China Opens Market to Russian Mustard

Arabfields, Lamia Cherifa, Special Economic Correspondent, Moscow, Russia — China has approved imports of Russian mustard powder and prepared mustard, creating a new opportunity for Russian food producers seeking to expand their presence in the Chinese market.

The approval, announced by Russia’s Federal Service for Veterinary and Phytosanitary Surveillance, allows Russian companies to begin the registration process required to export mustard products to China. Businesses must first apply through the China Import Food Enterprise Registration system, known as CIFER, before receiving the registration number needed to ship their products.

For Russian producers, the decision could open access to a market where mustard is already used in a range of foods. Chinese hot mustard, known for its strong flavour, is commonly served with appetizers and is made from brown mustard seeds that are dried and ground into powder.

China currently imports mustard from suppliers including Canada and the United States. The entry of Russian exporters could introduce additional competition in a market where demand is reported to exceed domestic supplies.

The approval comes as Moscow continues to seek stronger commercial ties with Asian economies. Expanding agricultural and food exports offers Russian companies a way to diversify their customer base and explore opportunities beyond established markets.

For businesses preparing to enter China, however, regulatory compliance will be an immediate priority. The registration process requires companies to complete the necessary applications before shipments can proceed. This means that the announcement does not automatically translate into immediate export volumes.

The opening could nevertheless encourage Russian mustard producers to assess Chinese consumer preferences, develop commercial relationships and adapt their products to local demand. Importers, in turn, may examine whether Russian supplies can offer competitive pricing, consistent quality and reliable deliveries.

The market outlook will depend on how quickly Russian enterprises complete registration and secure purchasing agreements with Chinese buyers. If companies successfully move through the approval process, mustard exports could gradually expand as distributors test Russian products and establish regular supply channels.

The development also highlights the broader potential for agricultural trade between Russia and China. While the immediate decision concerns mustard powder and prepared mustard, its commercial impact will ultimately be measured by the number of registered exporters, completed shipments and sustained demand from Chinese customers.
